The toll applies to trucks with a gross vehicle weight of 7.5 tonnes or more on all federal trunk roads (federal motorways, federal roads) - about 52,000 kilometres. Initially, about 1,200 kilometres, and later about 2,300 kilometres of federal roads were subject to tolls. From 1 July 2018, the toll will apply to all sections of federal roads.

In order to comply with the "Bundesfernstraßenmautgesetz (BFStrMG)" of 12 July 2011, all tariff lengths of the federal trunk roads subject to tolling are listed in a table at the Federal Office for Goods Transport (BAG). The tariff lengths contained in this table are the basis for calculating the distance-related user charges. Based on the Federal Information System for Roads (BISStra), which is operated by and at the Federal Highway Research Institute, the toll sections are compiled by the Federal Highway Research Institute, continuously updated and regularly transmitted to Toll Collect. Toll Collect prepares the data for manual and automatic toll collection and forwards the data to the Federal Highway Administration to produce the final toll table.

Relocation reports

With the introduction of the HGV toll on 1 January 2005, the Federal Government was mandated to report regularly to the German Bundestag on the effects of the HGV toll on conurbations, residential areas and areas close to borders. The relocation reports drawn up so far by a federal/state working group have shown that toll evasion traffic does not pose an area problem. Incentives to shift traffic only arise where the alternative route hardly leads to any time loss.

To counteract traffic shifts, routes were closed to through truck traffic or integrated into the toll system. The effects of these measures were examined in detail and integrated into the reports.

A separate report was prepared on the toll on federal roads, which started on 1 August 2012 and included tolls on federal road sections with a total length of around 1,200 kilometres. The short sections of federal roads to which tolls were applied hardly led to any shifts in traffic. The toll-paying traffic diverted by the federal road toll essentially represents (re)shifts to the motorways.

Since 01 July 2018, all federal roads have been included in the toll. The current report shows that this toll expansion has led to an extensive shift back to the motorway network. Only marginal toll evasion traffic into the subordinate network can be detected, as attractive alternative routes are apparently hardly available.
