proFUND – Inspection and optimisation of the quality of reporting on national motorways and country roads with tolls

proFUND is a project funded by the mFUND innovation programme run by the BMVI (Federal Ministry of Transport and Digital Infrastructure). Its aim is to provide road users with uniform, high quality and user-oriented information about current and future roadworks.

Starting position

Almost all road users encounter roadworks on their journeys on the German motorway network, and the need to expand and renew the motorway network will continue to require numerous roadworks in future. In addition to the changed – and frequently narrower – traffic routing, these roadworks frequently lead to traffic jams and increased travel times for road users. Road users can only plan for the delays that arise or choose alternative routes to avoid congestion if easily accessible, up-to-date and comprehensive information is available. Such comprehensive information for road users concerning current as well as future roadworks is therefore extremely important.

Problem

A platform on which roadworks are reported and presented already exists in BIS, the national roadworks information system. The BASt mobility data marketplace (MDM), which provides the necessary information for BIS, also acts as a source for other information systems (such as those of the federal states or ADAC), for traffic information services and broadcasting companies. The roadwork information that is uploaded in the MDM is updated and provided mostly by the respective federal states themselves, so that the data basis does not always offer uniform depth or quality. Some reports indicate wide variations in the scope of information, how up-to-date it is, and its degree of user-friendliness. What is more, in general there are no reports about short-term roadworks.

Description of the project

With the proFUND project, the reporting quality of roadwork information published via the MDM is to be checked and sustainably optimised. For this purpose, user feedback and evaluations on roadworks are to be collected and evaluated via the web application "BaustellenCheck" by providing a user-oriented data mask with which roadworks can be evaluated in a uniform and user-friendly manner. A comparison between the evaluation of the construction sites from the point of view of the road users and the information in the roadworks report from the BIS should reveal further deficits in the quality of the report (e.g. with regard to correctness and up-to-dateness) and subsequently identify potential for improvement.

In addition to user evaluations, traffic situation data, so-called floating car data (FCD), are also included in the investigation in order to identify critical construction sites and to evaluate roadworks with regard to their traffic obstructing influences. The results of the evaluation are clearly made available to the road users in the web application as the project progresses and provide a useful decision-making aid for route selection.

For particularly conspicuous roadworks, additional on-site investigations are planned as part of the project in order to determine any relevant roadwork parameters that may be helpful in future scientific questions. The knowledge gained should also be used to identify the factors responsible for the disruptive influence or the poor perception/evaluation of the roadworks and to positively influence the design of future roadworks. In consultation with the representatives of the federal states, the main problem areas are to be discussed and joint solution strategies developed.
