Innovative tool to support the accident commissions

The European Union and the German government have set themselves the goal to continually reduce the number of people killed in road traffic drastically. An important element of this task is safety management of the road infrastructure.

Accident Commissions

Accident commissions play an important role here. They have the task of identifying and evaluating accident black spots throughout Germany and deciding on measures to eliminate them. These can be infrastructure or traffic control measures. The accident commission must also ensure that the measures decided upon are implemented and that their effects are monitored.

The basis for their work is the “Leaflet on Local Accident Investigations in Accident Commissions (M Uko 2012)” and in the past the “Leaflet on the evaluation of road accidents – Part 2: countermeasures against accident black spots (MAS-2, 2001 edition)”.

The latter mentioned has been updated as part of BASt research. In particular, the measures previously known from the leaflet have been reviewed, updated and combined with more recent collections of measures in a web-based catalogue of countermeasures against accident black spots – MaKaU for short.

Open access and necessary registration

As in the previous printed catalogue (MAS-2), MaKaU also contains a list of possible countermeasures against accident black spots. This section can be viewed by the public. More extensive functions for the work of the accident commissions, for example an analysis of the accident events at a specific location with computer-supported recommendations for countermeasures and a final effectiveness check, are only possible after registration as a user.

The innovative tool for accident commissions is designed as a learning system. New countermeasures can be added easily and the effectiveness of old and new countermeasures can be updated continuously based on the results of the effectiveness reviews supported by MaKaU. In the case of a widespread application, after a quality check by an administrator, the user would thus have access to current – and in the further course of verified and more valid – countermeasures at regular intervals.

Outlook

After a pilot phase and by the pilot users identified necessary adjustments to the web application, MaKaU was made available to the German Federal States. After their implementation of the tool the Federal States can then activate the accident commissions of their jurisdiction for use. A registration as a user beyond this is only possible on a test platform.

Even and especially innovative procedures can only make an optimal contribution to improving road safety if they are sufficiently applied in practice. With the web tool now developed for the work of the accident commissions, it would be possible to achieve helpful support for the safety management of the road network in operation in the medium to long term if it were to be widely used in Germany.
