Studies Scientific monitoring of the reform of the driving instructor law - summative evaluation (82.0776)
In order to derive qualified statements on the effectiveness of the driving instructor law reformed since 2018, the BASt has been commissioned by the Federal Ministry of Transport with the scientific monitoring of the reform. Within the framework of the project "Studies on the scientific monitoring of the reformed driving instructor law" (82.0702), a formative evaluation of the reformed driving instructor training for the acquisition of the driving instructor licence class BE was carried out in one project part. In another part of the project, a concept for the summative evaluation of the reform priorities was developed. The aim of the present project is to carry out a summative evaluation (impact evaluation) based on the recommendations of project 82.0702 in relation to the 4 reform priorities - optimisation of driving instructor training, further development of driving school supervision, combating the lack of driving instructor trainees.
Collection of data on pre-existing conditions in GIDAS (82.0775)
The role of illnesses as a cause of accidents is the subject of controversial scientific debate. It is considered proven that certain pre-existing conditions of drivers increase the risk of accidents. However, the role of pre-existing conditions as a cause of accidents in individual accidents is difficult to ascertain. Within the framework of the research project "German In-Depth Accident Study" (GIDAS), which is jointly run by the BASt and the FAT and aims to collect data on road accidents in greater depth, it is now necessary to investigate, present and optimise the practical recording possibilities, the selection and the quality as well as the benefit of the collection of data on pre-existing conditions. This would increase the resilience of future evaluations of these aspects, and furthermore, insights into the role of common illnesses in accident causation can be gained in the future.
SPI Methodology: Deviant traffic behaviour - Non-compliance with rules (82.0751)
Road users contribute significantly to road safety through their behaviour. Inappropriate behaviour carries a high risk of accidents. In order to curb such behaviour, which puts road users at risk to themselves and others, legal regulations have been created which, if not followed, can result in penalties and other secondary preventive measures. A classification of safety-relevant violations is carried out, for example, via the driving suitability assessment system according to § 4 of the Road Traffic Act. It is problematic that only detected offences and offences that are associated with particular severity are stored in the driving suitability register. In the accident statistics, such offences are only listed if they were significantly identified as the cause of the accident. This creates a dark field of inappropriate behaviour, the extent of which can hardly be estimated. The aim of the project is to identify a suitable indicator for rule compliance and to develop a survey methodology that includes the dark field and that can be carried out repeatedly on a regular basis.
Key Performance Indicator Alcohol - Development of a Methodology and Initial Survey (82.0758)
Key Performance Indicators (KPIs) are metrics that can be used to measure or determine progress or degree of achievement against key objectives or critical success factors. In the area of road safety, KPIs are used to measure the effectiveness and demonstrate progress of road safety measures and initiatives. Driving under the influence of alcohol is still a significant problem for road safety. For a valid survey of a KPI in the area of drink-driving, the EU Commission recommends conducting regular roadside surveys. This survey methodology cannot be implemented in Germany. The aim of this project is to develop a methodology for surveying the KPI "Alcohol in Road Traffic" and to conduct a first survey. The repeated implementation of the survey at a time interval yet to be defined must be possible over many years.
