Connected mobility

NAPCORE - National Access Point Coordination Organisation for Europe (5521004)
The BASt has been operating the Mobility Data Marketplace (MDM), a platform for the exchange of traffic and mobility data, for 10 years. For about 5 years, the MDM has also been the German National Access Point (NAP) in accordance with the European Directive on the deployment of Intelligent Transport Systems. All EU member states have to establish such NAPs to improve the availability of mobility data in Europe. NAPCORE (National Access Point Coordination Organisation for Europe) aims to improve the interoperability of the various National Access Points that build the foundation of mobility data exchange within Europe. This increased accessibility to mobility data across Europe will make it easier, faster and more efficient to develop and expand cross-border mobility services in the future. NAPCORE is a Programme Support Action funded by the EU Commission under the Connecting Europe Facility (CEF), involving representatives from all EU Member States and beyond (Switzerland, Norway, UK) with bodies responsible for operating their National Access Points - a total of over 70 authorities and organisations. The BASt is the project coordinator of NAPCORE and provides the Secretary General as well as leaders of the working groups "NAP Strategy and Governance" and "Metadata".

SATURN (5521001)
The aim of the joint project SATURN is to harmonise strategies of dynamic traffic management of the public sector with information systems of private service providers. Building on existing traffic management systems of the project partners, new improved digitalisation tools and data interfaces are being developed in SATURN. These will help to consider data and municipal strategies, including those of rural areas, in multimodal travel information services, covering the the state level in Hesse, Baden-Württemberg, Bavaria and in systems of service providers. As the operator of the Mobility Data Marketplace (MDM), BASt will provide an essential component of the data ecosystem developed in SATURN. For the intended data exchange via the MDM, regulatory and legal requirements in terms of the German ITS Law and the EU ITS Directive will be pursued. Furthermore, BASt will incorporate concepts from parallel projects into the conceptions and demonstrations - among others based on SOCRATES2.0 and Mobility Data Space. The goal here is to harmonise SATURN as far as possible with other national and international approaches, and thus to strengthen the sustainability and acceptance of SATURN approaches among data exchange stakeholders. The project is co-funded under the mFUND programme of the Federal Ministry of Transport and Digital Infrastructure.

FRAME NEXT (CEF-PSA) (5517001)
The FRAME NEXT project will develop the European Intelligent Transport Systems (ITS) Framework Architecture (The FRAME Architecture), taking into consideration the most recent activities of different EU member states, the content of the ITS Directive (Directive 2010/40/EU) and innovative methods and tools which make a modern ITS architecture attractive to its users. The first European FRAME Architecture in 2000 was the result of the KAREN project and was further developed by different FRAME projects and in the FRAME Forum. Separate from this, the Federal Institute for Highway Research (BASt) conducted a research project on the development and introduction of a national framework for ITS architecture in Germany (RIAD). The BASt research project differs from the previous FRAME Architecture by placing special focus on the organisational and process aspects as well as following TOGAF and the associated Architecture Development Method (ADM). The aims of an ITS Frame Architecture – the creation of an open market, the favouring of effects of scaling and ensuring the consistency of information and the interoperability of services – are the same at a European and at a German level and are intended to favour the promotion of investments in ITS services. The results of the BASt research project and comparable approaches are to be incorporated in FRAME NEXT.

SOCRATES 2.0 (5517002)
Road users are increasingly obtaining traffic information from private, mobile terminal devices, such as navigation apps. However, traffic information is an important element of the traffic management strategies of road operators. The challenge is to determine how such strategies can be harmonised and communicated efficiently to road users through the different channels of the navigation service providers and of the road operators. For this purpose, cooperations and collaborations are to be created between private and public stakeholders from the areas of traffic management and navigation services. The common goal here is to promote safe and fluid traffic by coordinated traffic information and control. The Federal Highway Research Institute (BASt) participates in the EU-co-funded SOCRATES 2.0 project (Services of Coordinated Roadside and Automotive measures for Traffic Efficiency and Safety 2.0) in which cooperations between public traffic management, private information services and automotive manufacturers are further developed and tested in practice. The project is therefore to be seen as a further development of the previous German projects LENA4ITS and NAVIGAR. The following main objectives are pursued in SOCRATES 2.0: determination of suitable technical, organisational and financial cooperation models between private and public stakeholders; development of new or extended information services; testing and evaluation in four pilot cities (Munich, Antwerp, Amsterdam and Copenhagen).

DATEX II (CEF-PSA) (551600)
The Federal Highway Research Institute (BASt) on behalf of the Federal Transport Ministry (BMVI) has for years assumed tasks in connection with the maintenance and further development of European standards for the exchange of dynamic traffic data - DATEX II - as part of several of the EU Commission’s continuous funding programmes. The aim of the DATEX II organisation is to further develop, maintain and promote the dissemination of the DATEX II standard in Europe. Determining requirements of current and potentially future users as well as supporting them in the use of DATEX II play a decisive role here. The possibility of data exchange between the different stakeholders in the field of Intelligent Traffic Systems (ITS) provides the foundation for interoperability between traffic control, traffic information and navigation services, offering great potential to improve traffic management and information to road users with the effect of making traffic safer and more effective.
