Norwegian Institute of Public Health (FHI), Division of Forensic Toxicology and Drug Abuse performs analysis in biological samples with respect to alcohol, drugs and toxic agents in cases where the results may have judicial consequences (autopsy cases, driving under the influence, violence, illegal drugs use, control of prison inmates et cetera). Blood and urine samples from all drivers apprehended in Norway due to the suspicion of impairment, are sent to the Division for analysis and interpretation of results. For many years, the number of apprehended drivers due to the suspicion of drugged driving has been higher in Norway than other countries. The Division has been accredited by The Norwegian Accreditation since 1995.

Research projects: The Division is engaged in biomedical, epidemiological and analytical research, one main area is projects connected to drugs and driving:

  • Biomedical effects of drugs.
  • Studies on drug effects related to driving under the influence.
  • Studies on drug metabolism.
  • Epidemiological studies on drug related crime; for example drugged driving, recidivism among drunken and drugged drivers, future mortality among drugged drivers and drug related deaths.
  • Drugs and alcohol among accident and fatal accident drivers.
  • Analytical methods for drugs and metabolites in biological samples (blood, urine and saliva).
  • EU-projects ROSITA I and II in collaboration with several Norwegian police district.
  • Collaboration with other institutions: Studies on drug-assisted treatment of drug abusers and studies on drug abuse and mental health.
