Ziel des Projektes ist es, vorhandene Problemfelder unterschiedlicher Formen der Einsatzorganisation bei Großschadensfällen sowie der Zusammenarbeit aller an der Gefahrenabwehr beteiligten Organisationen/Institutionen zu ermitteln. Daraus ableitend werden Empfehlungen zur effektiveren wie effizienteren Gestaltung der Einsatzorganisation bei Großschadensereignissen bzw. zur Vernetzung von verschiedenen Organisationsstrukturen, technischen Ausrüstungen und Einsatzstrategien unterhalb des Katastrophenfalls entwickelt.

Die Komplexität der Thematik erforderte ein mehrstufiges methodisches Vorgehen. Durch eine vergleichende Analyse der unterschiedlichen Formen der Einsatzorganisation und Einsatzdurchführung sowie deren Effektivität werden entsprechende Anregungen bzw. Konzepte zur Verbesserung der Organisation sowie des Zusammenwirkens aller Beteiligten bei Großschadensfällen entwickelt.

Bezüglich der Gefahrenabwehr im Großschadensfall lassen sich vier Problemfelder ableiten:

  • Führung/Organisation
  • Technik
  • Personal
  • Recht.

Diese Kategorisierung ermöglicht eine entsprechende Vergleichbarkeit der Ereignisse. Im Rahmen des Projektes werden die Schadenslagen Individualnotfall, Massenanfall von Verletzten und Erkrankten, Großschadensfall und Katastrophe systematisiert. Darauf aufbauend werden entsprechende Vorschläge zur Organisationsstruktur, Einsatzstrategie und technischen Ausrüstung entwickelt.

Grundsätzlich sollen die erarbeiteten Ergebnisse und Analysen mit den für diesen Bereich maßgebenden Gremien, Einrichtungen und politischen Instanzen diskutiert und erörtert werden, um so eine hohe praktische Relevanz und möglichst breite Akzeptanz der Vorschläge für eine effizientere Vernetzung von verschiedenen Organisationsstrukturen, technischen Ausrüstungen und Einsatzstrategien zu erreichen.

Der Originalbericht enthält als Anhänge den im Projekt verwendeten Fragebogen, die Auswertung der Fragebögen hinsichtlich der Kriterien für Großschadensfall und Katastrophe, hinsichtlich der Rolle des Rettungsdienstes im Großschadensfall und der Probleme, die auf den verschiedenen Ebenen angesprochen wurden. Einen weiteren Anhang bildet die Tischvorlage zur forschungsbegleitenden Arbeitssitzung "Rettungsdienst im Großschadensfall" vom 30.11 – 01.12.1999 im Maria Laach. Auf die Wiedergabe dieser Anhänge wurde in der vorliegenden Veröffentlichung verzichtet. Sie liegen bei der Bundesanstalt für Straßenwesen vor und sind dort einsehbar. Verweise auf die Anhänge wurden im Berichtstext beibehalten.

The role of the emergency services in major incidents

The aim of the project is to establish existing problem areas of different types within the organisation of call-outs in cases of major incidents as well as within the coordination of all organisations/institutions involved in accident and incident prevention. As a result of the project, recommendations regarding more effective and efficient forms of organisation with regard to call-outs in cases of major incidents and/or linking of different organisational structures, technical equipment and call-out strategies needed in major incidents were to be developed.

The complexity of the subject demanded a multi-stage approach as regards method. By means of comparative analysis of the different types of organisation and implementation involved in call-outs and their effectiveness, appropriate ideas and concepts for the improvement of organisation as well as improvement of coordination between all those involved in dealing with major incidents were developed.

Four problem areas were identified:

  • management/organisation
  • technical equipment
  • personnel
  • legal aspects.

This categorisation made it possible to compare the incidents in an appropriate way. Within the framework of the project, individual emergencies, mass occurrence of injury and illness, major incidents and catastrophes were systematised. On the basis of this, corresponding proposals with regard to organisational structure, call-out strategy and technical equipment were developed.

In principle the results and analyses resulting from the project should be discussed with the relevant committees, institutions and political bodies, in order to achieve a high degree of practical relevance and as wide an acceptance as possible of the proposals for more efficient linking of different organisational structures, technical equipment and call-out strategies.

The original report contains in the form of annexes the questionnaires used in the project, the analysis of the questionnaires with regard to criteria for major incidents and catastrophes with regard to the role of the emergency services, and the problems which were discussed on the various levels. The document presented at the working conference on the subject of "The emergency services in major incidents" held between 30.11 – 01.12.1999 in Maria Laach during the period of the research is also attached. These annexes are not included in the present publication. They are available for viewing at the Federal Highway Research Institute. References to the annexes in the text of the report have been retained.
